Information and publicity on Structural Funds plays a key role for the effectiveness of programmes and actions co-financed by the European Union.
Information and Publicity activities on CSF and OPs, both Regional and Sectoral, are competences of the Managing Authoritiesand must be implemented through Communication Plans (
EC Regulations No. 1260/99 and No. 1159/2000- pdf, 121 kb).
The Managing Authority of 2000-2006 CSF under Ob. 1 is the Office for the policies of Community structural Funds of the Ministry of Economy and Finance.
The framework Communication Plan(pdf, 235 kb) is outlined within the Sectoral Technical Assistance OP(Atas): the sectoral Technical Assistance Operational Programme containing all measures suitable to increase the effectiveness of actions co-financed by the Structural Funds. The Managing Authority of Sectoral Technical Assistance OP and CSF is the Office for Structural Funds of the Department for Cohesion and Development Policies of the Ministry of Economy and Finance. Contributing to the communication activities is also Information and Publicity Working Group(379 Kb) established by the CSF Monitoring Committee.
Aims
Information activities provided in the Communication Plans must guarantee internal transparency towards final beneficiaries and external information dissemination towards the public.
Information and publicity actions of CSF aims at:
improving links among all involved parties (economic and social parties , local Governenments, NGOs, etc.)
coordinating the relationships with the Managing Authorities of Sectoral and Regional OPs.
informing public opinion on the EU role and outcomes reached through Structural Funds
Tasks of the Managing Authority are as follows:
appoints the responsible for communication activities
designs proper and targeted information campaigns
makes monitoring data and indicators of efficiency and efficacy available
arranges periodic meetings with the parties and press representatives
establishes local information services
foster a wider spreading of the utilisation of IT instruments, websites and email services
Within the communication activities on 2000-2006 CSF for the Regions of Ob. 1 and European Structural Funds, the Department for Development Policies hold information conferences and edited many editorial publications, both printed and electronic.
