Born on September 1, 1949 in Rome. He graduated in civil engineering in 1974 and begun his career in the Italian Public Administration in 1976.
From 1998 to 2008, he served as Director for Public Works in the Sicily Region. Additionally, he acted as Deputy Commissioner for water emergency in the Provinces of Agrigento, Caltanissetta, Enna, Palermo and Trapani, in 2001, as well as a member of the Technical Committee for traffic emergency in the City of Palermo in 2003.
From 2002 to 2006, he served as advisor for the Astral Company S.p.A. (company owned by the Lazio Region operating in road construction, management and maintenance).
Since 2004, he also acted as a member of the Coordination Committee for the Supervision of the Large Infrastructure Investments.
In 2006, he is appointed Management Advisor of the SPI a public-private company managing property and real estate owned by the Sicily Region.
From 2003 to 2007, he joined the Department for Development and Cohesion Policies in the Ministry of Economy and Finance, where he manages the Public Investment Verification Unit (UVER) until 2005, when he is appointed Director General of the Division for Territorial Development Policies, managing a central government fund for development investment with a multi-billion annual pipeline.
In January 2008, he is appointed General Manager for the technical rules and supervision, finally, in August 2008, he is appointed as Head of the Department for Development and Cohesion Policies in the Ministry of Economic Development.
